RESTITUTION DE PERMIS DE CONDUIRE DEFINITIF

comment faire quand une personne ne savait que c'était un permis provisoire suite à un état d'ivresse, et que cette personne est abstinent complet ( par décision de lui même pour cure) et qu'il n'a jamais reçu de convocation et d'information pour restitution de permis définitif et suite à un déplacement on lui a dit que le personnel ne pouvait lui fournir un rdv en urgence vu la période de vacances et que les services sont fermés. comment fait on ?
